He says 'seldom' rather than never.

Mr. Woodhouse would not have gone alone, and I doubt if Mrs. Woodhouse in their short marriage had the time to go while bearing children and then looking after toddlers, so it must have been after her death and not when the children were still very small as that would have been tiresome and worrisome to him.
It also does say 'more than once', so I presume at some point Emma must have accompanied him.
Of course, the seldomness(?) of her going anywhere makes her almost lacking in mobility and not being influenced much by the places of these trips.
