Nikki N! I have always thought that Emma did tell Harriet of her and Mr. Knightley's engagement, after all such engagment between two Highbury elites could hardly contain itself for very long, albeit they were trying to keep it a secret (because of Mr. Woodhouse) until after Mrs. Weston safely delivered her baby. The words of their engagement would spread like wildfire as soon as it leaked. For Harriet's sake, and I believe it truly was soley for Harriet's sake, Emma must not wish Harriet to hear it from anyone other than herself. I agree with you that Emma was too honest for subterfuge and half truths. Emma was a bit too fanciful at tmes, but she was never deceitful. Thank you for highlighting this!
