No she's not just complaining about Miss Bates; she starts by saying that she adn J are "forced to be acquainted whenever J is in Highbury", which suggests that she does not like Jane, much and just feels that she has to be mildly friendly with her when she's in the town. She is always struggling to be fair to J against her normal inclination to find her irritating. She even imagines that J might be in love with Mr Dixon..
