Im not sure what you mean by the first sentence, and yes Emma does go along with her whims and fancies, that's her problem. She "misuses her common sense", which is In Mr K's opinion worse than having no brains at all. She decides to imagien that Harriet is the daughter of a nobleman or gentleman becuase it suits her to have this fantasy about H adn which means that she feels enttitled to make a pet of hte girl and to puff her up with ideas that she's worthy of a super grand husband. Which is no kindness to Harriet.
