Frequently? "How many times", by how many people during the course of the book do we read about her getting praised?

Miss Bates, perhaps, at every meeting with her?
Playing at the Coles?

Isn't it a very very contradictory statement too?

It's being drummed into ones head that Emma is spoilt because of being praised, and thought of as very highly?

Not ironic, but funny - all that exaggeration of feeling by Emma tickles me :-)

Her feelings of regret are momentary IMO. As you seem to agree;

'At times' is the right frequency, and it's not a dominating factor in her life, directing ALL her bahaviour and moods, and feelings.
