I think that jealous isn't quite the word. But she clearly DOES regret that she brought Harriet so much "forward" and that she encouraged H to think of herself as a fit wife for the highest in the area. She has remarked jokingly to Knightley earlier that "Harriet would be a suitable wife for HIM" if he ever happened to want to marry.... so now she's created a situaton where Harriet thinks that she's "good enough" to marry Mr K and that she may have attracted his affection. She knows it isn't fair to blame H for her own mistakes in putting ideas into the girl's head.
